The Foundation Programme aims at developing learners' linguistic proficiency, basic computer literacy and mathematical skills to meet the academic requirements of the Post-Foundation specializations. Though it is a non-credit course, it is a prerequisite to joining the Post-Foundation Programmes.

General Foundation Programme consists of 3 Levels
To be admitted at General Foundation Programme , applicants should have successfully passed the General Education Diploma. Applicants holding this qualification are eligible to sit for English Placement Test which measures their linguistic proficiency to determine the appropriate level for optimal learning. Based on their performance in the placement test, they will be admitted to Level 1, Level 2, Level 3 or be fully exempted from the English requirement. Learners who secured between 81 and 100 marks in the placement test are then eligible to sit for the Final Exit Exam. Those who pass the final exit exam will be directly transferred to the Post Foundation Programme. While, those who fail shall join Level 3.
Learners, who have completed the general foundation programme from another recognized institution, college, or university or those who have scored band 5.5 in the IELTS are exempted from studying the English Foundation Programme at NCAT. Learners, who hold a certificate of IC3/ ICDL/ or IT- foundation programme and Basic, Applied/Pure math from another recognized institution, college, or university are exempted from studying the IT and math at NCAT foundation Programme.
